Someone owed even more after I left the area in 2011.

The NTTA said last year about 3 percent of users were dodging about $13 million in tolls, and that a previous drive to publish the names of the worst offenders brought out more response than any other tactic. ...

Not a ticket. You drove on a road that charges for use. There’s a reason there was much less traffic and a higher speed limit on that road
You owe the money and they will come after you to get it civilly.
