It’s that simple in every single government entity in all parishes.
I guarantee it. You will find collusion within departments that covers their arse payroll wise. Etc.
The amount of vacation and sick fraud is material. I’d bet money on it.

At least once a year there is an article about corrupt NOPD officers making 100k plus and nothing ever happens. I'm sure the city will eventually get bailed out.
