I don't know, but if they were in arm's reach (which they were) and didn't figure on yanking her to the ground, then I assume they also probably didn't think she needed to be popped.

They were not. The closest cop to her was probably about 6 or so feet away and had his back to her when she attempted to climb through the window. There were a few more cops coming up the stairs as she was shot. Probably about 15-20 feet from her and around a corner.

And where had they been just two minutes before? In front of the freaking barricade. These cops voluntarily moved out of their way and were on their way down the stairs when the shot rang out.
