Not hard at all. If you don’t have Louisiana taxable income, you have to pay it back as a loan. If you move back to the state, you get tax credits in the amount you paid.

God this state is out of touch.

You’re gouging everyone else. You can subsidize the most promising students in whole.

You make over a 3.5 and a 31 you get free in state tuition.

Thats it. That would keep a ton of people in state. Yes I know that a lot of people making that high of Act scores already come from well to do families. But there are some really smart people in this state from not the greatest families. And they typically bolt.

I don’t understand this new Excellence Tier. They pay UP TO $12k with no stipend?? The TOPS Honors Award already pays for full tuition ($12,472 at LSU) plus $800.

So the new Excellence Tier is worth less than the Honors Tier for LSU students??

I’ve always said, any student who receives TOPS should be required to be on the LA state tax rolls for a minimum of 1 year/ each year they take the funds. If they leave the state before meeting that requirement, there should be some type of prorated repayment. (basically the prorated amt. becomes an interest free loan repayment) The brain drain would hopefully slow down considerably. As soon as we graduated, we moved to TX.

My in-laws have a family member who had a perfect test score, and was a National Merit finalist. LSU offered him very little, so he took a full ride to an out-of-state SEC school.

Thats another stipulation i'd support. Basically make it a loan from the state. Loan is forgiven if you 1.Finish school and 2. Stay in the state for work the same number of years that the state paid for your school. If not you start payments like any other student loan.

It isn't welfare. Its an incentive that a failing state commits to students on the basis of hope and prayer these students will one day fix the mess they're born into.

And they wouldn't take it. If they did, they I'd question their intellect.

I see the state as having incentive. I don’t know what a state (not politician) gains by doling out welfare.

I agree. What does the state gain by paying $50k to educate a student that then moves to another state and never contributes to the Louisiana economy?

Current TOPS is $7500/year at LSU. It doesn’t cover the whole of tuition + fees.
