She talks about the larger context of the interaction she had with the man. Including the words that were exchanged prior to the start of the video. With the context she provides, it appears that he was already aggressively harassing* her and that what was caught on the guy's video was her being hysterical after being pushed the edge for several minutes.
*This guy's beef was that she didn't have a leash on her dog.
Edit: And her account is (at least somewhat) corrobarated by the offical 911 transcript.

...Also, corroborated by the man's initial Facebook post after the incident happened, but before it went viral (when the story was taking on a life of its own and the narrative had been set).
