Introduce caning. Many petty and misdemeanor crimes would plummet.

I think it's safe to assume that the residents of New Orleans are more concerned about violent crime, than petty crime.

Same thing in Paris. The French Foreign Legion Patrols airports and tourist attractions. They walk around in groups of 3 all armed with Tavor rifles.

Maybe a better solution would be to take away the black markets in which these people operate in. There would be far less incentive to join a gang if you take their main revenue streams away from them. We already have over policing in this country, bringing in military forces would harm the law abiding citizens the worst.

They should have taken notes from Rome on how to handle old monuments to people who may not perfectly comport with sensibilities of the moment.
