reading the article it doesn't look like the city is footing the bill, seems the state is paying the $16 million, which the city said it could have done for 1/2 the cost

Got some info from someone who works for one the non-profits that supports the City's homeless program. $8 million proposal was from City Council in October, 3 months ago. Your claim may be true, but if it was so urgent why didn't Landry draft an RFQ 3 months ago for qualified firms and do a public process? One argument is maybe he was waiting for the LA supreme court to give him authority, but he still could have started a public process.

But his plan was always to use an emergency procurement to by-pass public bid laws and pick the contractor of his choosing. This is legal, but we shoot fire and venom at other public agencies, including the City of New Orleans, when they give out contracts this way. Why should we exempt the state and governor from the same criticism?

Last, no blame on the contractor, once you go this route they basically get to name the price and profit. I saw your other post that said their profit could end up only 10%. If so, that's really low for a contract like this.

shite, those pre-fab modular homes go for half that. They are pretty small but definitely bigger than a cardboard box

You have no idea of how this played out with the governor nor do you know what margins look like for the companies that do this kind of work.

I’d bet the farm that you are talking out of your arse completely.

8mil likely buys you a humanitarian crisis btw, and a complete PR dumpster fire to deal with.

Ok, this is how it will go. The ones rehomed to a shelter will refuse to leave the shelter and thus become squatters. The city won’t be able to evict them so the city can start pumping more money in to housing them.
