Not really. Catholic charities is a good organization, I'm Catholic and donate some to them, but they have yet to really put a dent in the homelessness situation on some large scale.

Sounds like the NOLA homeless are being enabled, not helped.

Are they putting them in closets?

And this will hurt the working lower class/middle class via higher housing costs. Also consider the effect on someone working a 9-5 having a homeless person given a free apartment adjacent to theirs, occupied by a homeless person that will not be required to get a job or even get sober. Certainly not the kind of neighbor I would want. And if they aren't required to get a job, care to guess how they'll get the money to buy booze and drugs? They'll leave their "free" apartment to panhandle in the same areas they were in before.
