I assume they have to prove he knew he hit someone. He denies knowing.
I'm not familiar with that particular area, but other posters have pointed out that it's dark and dangerous and that the deceased has some fault. I wonder if he was drunk?

From what I just read, they have to be able to prove that he was under the influence for it to be vehicular homicide.
This is for felony hit and run:
Unless they have some sort of evidence proving that he knew what happened, was drinking that night, or something else incriminating, I doubt he even serves time.

If indentured servitude were allowed, he'd be sentenced to providing for the wife and children until the children were grown, the home taken care of (Paint, repairs, yard work.) for at least twenty years.
