I'm way late on this. But what about your other neighbors? 645 is way too early to start yard work, even if your spiting the juvenile delinquent neighbor.

It is not an absolute though. In some cases, not being passive aggressive will get you problems real quick.

I love all the suggestions about simply interrupting the party to ask them to turn down the music.

Am I the only one that isn't bothered at all by the sound of yard work at any hour? Loud music, especially bass, a whole nother story. Yard work just sounds like white noise to me.
