Well for one we have a weak HOA which I mentioned and and people like me and other neighbors have a high level of tolerance... but after he purchased this commercial setup for a new side hustle it's a it's a bit too much..
The old RV that he owns is another issue that we tolerate... he camps about 6 times a year...
So he brings it to the house cleans it charges it packs it sits out there no less than 2 days at the beginning of a trip and then 2 more days after returning...
He doesn't use his garage for his vehicles so it's just always a full drive situation...
Like I said the recent purchases brought this all ahead.

These situations with neighbors suck. A good HOA should handle, following the by-laws, without others like you getting involved...unless you are an HOA spokesperson/officer or it's a small or weak HOA. If a large HOA, hiring a management company to enforce rules is a good idea. Being honest with the neighbor is best though..."you're breaking the rules, it's unsightly, it takes up space, there are safety issues, etc." He'll respect you more than he will those who complain behind his back.

Sounds like he is running drugs. Maybe alert the police of suspicious activity and let them know he is in violation of city ordinances/code/law.
