Need a new fence. How should I ask the neighbor to help pay?

I have a buddy who is needing a new fence. He is wondering if the neighbor should pay half but doesnt know how to ask the without the neighbor getting pissy or whatever.
I told him to buy a case of beer and just throw it out there. He's an older man so I doubt he will get mad or offended.
How would y'all handle this?

My neighbor just put up a new fence. He didn't ask me for anything. Why would he?
ETA: In a similar fashion, when I rebuild my house in a few years and and put in a new fence, I won't be asking any of my three neighbors for any fencing contributions. I'll also make sure I'm within my property line just to avoid that headache. And I like my neighbors too.

Like everyone is saying, it depends on whose property the fence is on. If it's your podnuhs, & it's falling down, your podnuh will have to foot the bill. If the property line is unclear , get someone out to survey it properly so there's no bad blood about property lines.

My neighbor built a fence, didn't ask me for a dime, I wouldn't have contributed if he did. I am fine with no fence as I never go outside anyway. Your friend's wife has an exceptionally strong sense of entitlement.
