Neat effect when this guys camera moves into the light

Thought this was cool. Some people (on wherever I read this on..) are saying it’s a rolling shutter effect, others are disagreeing because why would it make a perfectly smooth wave?

I would say that whatever light he moved into is something like flourescent, which is actually flashing very quickly.

in low light his camera uses a slow shutter speed. That lets the motion of the ruler blur.
In bright light, the camera uses a fast shutter speed that doesn't blur the motion but freezes it at a specific instant.
The fast oscillating ruler aliases with the camera frame rate. This is the "Wagon wheel effect" (on film, a wagon wheel will frequently appear to rotate slowly or even backwards due to aliasing).
The camera snaps a picture, then the ruler will go through a whole oscillation (plus or minus a smidge) before the next frame. So it looks like the ruler has barely moved even though it is moving fast.

Strobe effect. Can do a similar thing with rotating objects like a ceiling fan.

You can see this same effect when some one uses a flash while you are shooting video.
The flash rarely starts on the top frame to look natural. It seems to start in the middle of the frame. That too is another side effect of a rolling shutter. It also explains how TV signals are written by using sequential lines instead of a full frame.
