Look at the number of murders and missing persons.
Look at the numbers of arrests for murders and abducting persons.
Look at the numbers of convictions for murders and kidnapping.

There's a pretty massive discrepancy, i.e., there are a LOT of murders going unsolved and unpunished in this town in part because the witnesses are too scared to testify, but also because there's a lot of people getting killed that don't fit the gang murder profiles and the murder(s) isn't (aren't) leaving a lot of evidence lying around. The murder numbers in this city and in New Orleans are off the charts high despite the administrative means used to make the numbers look better than they are (think sketchy "suicides", "single-car accidents", "overdoses", and "natural causes" deaths)

Similar to what I was thinking, BR has had some evil dudes in the 2000's+. Derek Todd Lee, Sean Gillis, Lee Boyd Malvo, etc.

Set this show up like True Detective Season 1 and many would watch.

If a show ever develops, can't wait for the episode where the main characters "attend" a Tigers Football game and it's a shot of a U High or Dutchtown game.

It would be Lutcher, probably because they would be going for the “rural town” feel in addition to the LSU colors on the players.
