Please go look at all the refineries record profits. They are the problem. They’ve intentionally NOT made any effort to expand or (gasp) build a new refinery…whatsoever. And in fact have made the decision to shut down refineries. The lumber yards have done the same thing. I’m not saying they have “colluded” to do this, but they are all in sync.
The government needs to step in, through a loan guarantee, permitting or some kind of SPR guarantee. Otherwise they’re just going to sit in their hands until we have a major problem

Actually we're more optimistic than it sounds below but while you're yelling at your Congressman and Senator about the price of everything (including gas)

Tank cars from renewable diesel plants in TX and LA mostly go to California.
The big problem is that Europe opted to outsource its refining to Russia 20 years ago. That is when Russia began to expand and modernize its refineries.
Even P66 cancelled a major project at is refinery in Germany. The two big new hydrocracker reactors were shipped to its Lake Chares refinery and have sat in a laydown yard across the street for over a decade. The refinery was decommissioned and sold to be used as a terminal.
I don't think that anyone in DC actually understands both oil/gas production and refining. They just look at barres.

There are refinery projects with permits for several years not being built because typically there are much more profitable places to invest. It's a 40 year payout for capital investment.
Refineries have closed because not profitable enough or because access to crude oil has declined.
FTR, refineries built for light sweet crude don't like much of the new tight shale crude because they lose 30% capacity and go bankrupt. 3.6 million barrels per day must be blended with heavy to be usable. Another 3.8 million is refinable with extra energy in the form of heat.

I voted for Trump 3 times, but he doesn't understand crude oil and refining, never has. He even includes barrels of NGLs in with crude oil when quoting production.

BP and others helped Russia modernize and expand refineries. That all began 2 decades ago. Russia didn't do squat on is own.
If your idea is the case, then refineries would be built where the oil is. Thay aren't because of the need for downstream markets as in chemical plants. It's cheaper to transport just crude oil than multiple streams of products from it.

How many billions did they lose in 2020? Capital investment in a refinery is 40 year payout. That doesn't seem that profitable to me.
Much of the tight shale crude is crappy AF. Refineries built or light sweet crude lose their arse if that's the only thing they have access too. They lose 30% capacity and go bankrupt.
The problem is a global one. The US has exported the Eff out of diesel to Europe since Europe began shutting down refineries. We export a lot of it t Brazil too.
