Alright, I found two pertinent links directly from the FBI and the Justice Department:
2018 is the best year to focus on in regards to the FBI's yearly tracking, as that is the year that the Justice Department started releasing the numbers in this format. However, the JD link contains other pertinent statistics and outcomes.

I’m not sure why exactly, maybe bc he seems like a well spoken likable guy and probably a lot due to the fact that he’s never been in the best equipment and sort of has that underdog vibe. IIRC in one of the lower series he was poised to run for a championship and his team got shut down mid season due to lack of sponsorship (no, not his fault before some moron goes there) and that will paint him in a sympathetic light to the fans

Eh, you don't have to be great to be a fan favorite. Phil Mickelson didn't win a major for a very long time and he was a fan favorite. I'm not a Nascar fan, but I can remember Dick Trickle being a fan favorite just because of his name. And I don't think he was all that great either.

Nobody GAF about the lower series. He’s about as mediocre as mediocre can get in the big boy series.
He’s perceived as a fan favorite because NASCAR pimps the hell out of him for nothing more than him being black. Period.

No they don’t. Primarily because plenty of people don’t even follow the highest series of the “sport”
It’s ok to say that he’s considered a “fan favorite” because he’s been pimped by the “sport” because of his race.
