My BIL got one when he was about 19. Literally ran it into a guard rail coincidentally right in front of my in laws. They called an ambulance. Bike exploded into pieces. He walked away other than a major gash on his calf that took multiple visits to wound specialist.

It sucks what happened to your friend. I've seen some terrible accidents too. I know what can happen.
I'm not saying it isn't a risk. I'm saying that some people are going to do it no matter the risk, so you might as well come to terms with that and steer him toward a more safe environment.
I looked at it as I'd rather die young and experience some things than die old in a nursing home wishing I'd done more.

2 guys in my high school class got killed in motorcycle wrecks the summer after graduation, one a good friend . Hard pass.
