Some folks got the bonus plan - busted window plus a parking ticket. The city has no shortage of meter maids but can't field a couple dozen cops to put on lot patrols.

Dennis Allen's truck was stolen too, but there was an unlocked Uhaul with keys on the seat in the spot where his truck had been parked.
