Military historians, can you identify this uniform

A friend of mine found this at agarge sale or something, and thinks it might be a Civil War soldier. I didn't think so, mostly because of the hat. Does anyone know what kind of soldier this is?

How do you know that, or is that just a guess?

can you get a closer picture of the hat?

Looks like late 19th/early 20th century French military

French. 19th century. If not is definitely European.

Could be a Civil War Zouave. Their uniforms were based on French army uniforms.

Need a closer picture with less angle and glare.
Definitely mid to late 1800s.

Here is one photo of civil war zoave. Quite a few regiments had variations of the zouave uniform early war.
Although looking at your photo, I don't believe it is a zouave uniform. Looks almost standard CSA uniform but the hat is certainly non-standard and not sure what that is on the right side of his breast coat.

This "French Battle Dress" uniform is the closest I could find, but it's still not the same.

What about an artillery uniform? Those bands are light colored.
Probably not artillery. Just did a google and they had red bands.

Until the National Guard was modernized circa 1903-1916, local militia units often had their own distinctive uniforms. If not foreign, could be from an independent militia unit.

It’s really impossible to tell much from just this picture. There’s not a lot of distinctive details to go by. The Kepi makes you immediately think he’s French. But other countries used the kepi at that time. To even further muddy the waters, during the 19th century it was common for different regiments of that same country to have wildly different uniforms.
The only thing I’m quite certain of is whoever this is, they’re an officer. I say they because he’s warring an officer’s epaulette on his left shoulder.

Buttons and epaulettes match early civil war style officers. Guessing there are 3 rows of buttons by the way the ones on the right curve plus you have a row down the middle. Can't see the buttons on the left.

Here are a couple efforts to enhance the photo, but can tell little more than from the original.

It’s difficult to see his right shoulder. But it appears there’s no epaulette on that side. But that makes no sense. It was common for lieutenants to have only one epaulette, they wore it on their right shoulder. I’m guessing there is an epaulette on his right shoulder, we just can’t see it.
It also appears he’s wearing some sort of medal or ribbon on his right breast. I still can’t tell much. If I just had to guess, I’d guess he’s an officer of at least captains rank in the Confederate Army. It’s possible he’s wearing a state militia uniform. That’s the best guess I can give.
