MRAP stands for Mine-Resistant Ambush Protected. It's specifically designed to withstand IEDs and ambushes. So no, it's not:

You say that these rescues could've been done with a "big truck". How many "big trucks" did you see out there in these affected parishes that were conducting rescue missions? I haven't seen a single "big truck".

The people buying these trucks think the most logical solution to navigating water is a truck.

Duece and a half (or similar) makes way more sense then an armored vehicle, but whatever.

Yay, let's focus on the trees instead of the forest!

I am relatively sure an RPG could be useful if they need to blow down a door, but it doesn't mean they should have it. There are plenty of non-heavily armored vehicles they could have used.
