Medical Peeps and Covid changes

So what in your opinion has changed that places that were in lockdown (outside of Louisiana) now miraculously are opening up. Friends in the northeast have seen curfews go away and restaurants open to full capacity but nothing changed in the numbers.
And the vaccine apparently does not change anything so what gives?

The day after the Inauguration Boston Mayor lifted the curfew - no change in the numbers. 2 weeks later the Governor lifted restrictions on businesses and restaurants - no change in the numbers. Another friend in RI said the same things happened.
