Elevator shafts are usually brick or steel. Fire spread mostly likely through the outer walls.

Depends on how much the fire has spread to the interior... it looks like the other side of the building is fine, so likely it's just the facade and insulation burning. So... probably not going to collapse.

That could just mean he got separated evacuating, and I imagine cell service in that area with the NYE thing going on is total crap.
