The US does put Spanish people with Hispanics. There is a separate category for non hispanic whites that Spanish people wouldn't fit in. In other words, the US government aligns people from Spain with the Spanish/Indian hybrids (mestizos) rather than with the other whites.

Well you can be White and Hispanic, although White Hispanic is not a race.
Dan Le batard is white and Hispanic. even though he likes to refer to himself as a brown person. You aren't brown just because you are Hispanic. He's about as white as it gets and definitely not a minority.
