I don't think this is quite right. I think the premise is - if something can happen, it has happened, is happening and will continue to happen, depending on one's perspective.
So, all choices and frequencies are valid because they're all measurable to a sufficiently advanced or powerful intelligence.

IDK if there are other universes, but I am 100% sure that a universe is not formed based on every minor decision a person makes. I find it ridiculously unscientific garbage, no matter how many scientists believe in that wacko shite.
