So attempting to pull down a 12 year old's pants and saying racial slurs is reason enough for a hate crime charge.
Telling a family of the opposite race that they are in the wrong neighborhood and then proceed to beat the shite out of them while doing so...is NOT reason enough for a hate crime charge.

he had his pants on very properly.. they were even tight enough to not move much when the man attempted to pull them down twice..
