I'm not sure how this is relevant. The intent is the same regardless of breed. Why is the pit more "responsible" simply because it succeeded where other dogs wouldn't have.
I mean, if you want to blame the owner or say people shouldnt be allowed to own pits, Ive got no beef there. But this sounds like blaming guns for shooting people.

My GS would grab the shirt and drag the person off. Pits will kill. I imagine there are breeds that bite more often than Pit Bulls but there are none that kill or seriously maim with the frequency of a pit.

They submit because they know if they fight back against the canine LEO, one of the human LEOs with opposable thumb will riddle their bodies with bullets. Same with cops. Most people who could beat most any cops arse in a fair fight would do so if they had no fear of being shot and killed.
