Oh. And you can't use the definition of solicit in this case. You have to use soliciting which on fact, has a more specific definition

You have no idea what you're talking about. Approaching strangers to talk about religion or whatever absolutely fits under the label of soliciting. The mall cop was doing his job and trying to be polite. The guy with a camera was acting like a douchebag. There's no controversy here.
