The apartments on both sides of Highland near Lee were dumps 30 years ago. I'm shocked that anyone still lives in them.

The old Highland Plantation is under new management. They have made the truly bizarre decision to paint them all black. Needless to say, it looks like complete shite.

It's a real estate bubble that will pop and leave section 8 housing in its wake. South of campus will turn into the shithole that north of campus is now.

What? Baton Rouge? Baton Rouge doesn't have a high cost of living. I know its just one example, but BR has the lowest average gas prices in the country for a major city.

And my electric bill is normally less than $100/month!

Just a handful of old money families own ALL of the land out there. So here is what happens: some or all of the eight siblings who have an ownership interest in grandpappy's old plantation land need some money, so they all get together with their lawyers and work out some scheme with cousin Dale the land developer to develop the property. Since this ole slave money family also runs the city and state politics, nobody gives serious thought to whether or not a thousand fricking apartment units need to be built here or if it will completely and irreparably frick an entire huge section of the city. No, it gets the go ahead. Then, the siblings cash out, and the city goes further down the shite hole until the next generation of ole fancy old south slave money needs to cash in on some land again and the cycle repeats itself.

You don't have a clue.

I actually have better than a clue, Henry. But it seems like I may have struck a nerve.

The TOPS effect

This. And if they ever cut the bottom tier out of TOPS like they should, you'll see all those new complexes go Section 8 with the quickness.
