That is dumb on their part. It is hard enough to get people to adopt dogs. Throwing roadblocks in the way would seem to hinder their mission.

i want a samoyed. but i need someone to take care of it during the day. cant stay outside in texas or it will die. cant stay inside all day without pissing on my floors.
