We were originally promised that everybody who needs testing is getting tested. We now know that probably 1/10th of 1 percent that should have been tested were.

Trump and team said it in their first 3-5 group Corona press conferences. Trump qualified it by adding that everybody who has been recommended for testing by a doctor has been tested. This hid the fact that many were turned away.
