In short, yes. But the real answer is much more complicated. In the same way that the GPA and ACT/SAT scores work on a sliding scale (a 4.0 student may be required to have only an 18 on the ACT, while a 3.0 student may require a 23) the scales are different for various races, ethnicities and areas of origin.
The scale for a female student of color is not identical to that of a white male student.
~15% of freshman class is guaranteed for foreign applicants, provided that number applies. Likewise, out of state applicants have a protected segment as well, but it is very small.

Thanks for bringing this up because it made me go look at Mississippi State and they have The Office of Diversity and Inclusion. Which makes no sense as we have the highest percentage of AA students in the SEC.

I have no issue with naturally occurring diversity.
Forced diversity is when the shite hits the fan. Because forced diversity always includes lowered standards and majority exclusion.

This is true and across the board LSU is worse off today than it was ten years ago from an academics stand point. In state students with great scoring leave and never return.
