That's a part of the racist roots of may issue vs. shall issue. Giving anyone, including local sheriffs the ability to rule on whether you "needed" a permit or not, invariably meant blacks didn't get permits.

Don't get me wrong, constitutional carry isn't bad. How it gets implemented in places is not great, and can put someone at significant legal risk.

It's a coalition of privileged white progressives who don't want those darkies to have guns, and the privileged black progressives who also don't want those darkies to have guns (legally). Can't have a population defend themselves without their black and white progressive saviors.

Constitutional Carry just passed the House, headed to Gov. Landry for signature.
