Louisiana resident buying car from non-Louisiana resident in private sale

What will the seller need to get title/registered in Louisiana -- and will any of that need to be notarized?
I researched it online but want to see if people here confirm what I found.

That's fine. It has been suggested to do an "act of donation" and skirt the sales tax, but that's shady.

NOT 100% sure..
But just because another state doesn't require a notary, doesn't mean that state doesn't have notaries. I'm sure you can still get the documents you need notarized in another state.
You will need:
A notarized certificate of title for the vehicle, signed over to you.
The odometer disclosure completed on the title OR on a separate statement (for cars less than 10 years old).
A notarized bill of sale or invoice which must include:
The selling price.
The date of sale.
The buyer and seller's signatures (if they are not on the title).
The original or a copy of the financing statement if you are financing the vehicle.

Well, what I'm seeing is that the fact that seller is in a non-notary state means that LA doesn't require "thus and such" to be notarized.

Done this before and did not need a notary.
Did need copy of sellers drivers license.
When I went to DMV they told me without it I would have to pay double the sales tax. Something about transferring it to LA, then to me. Didn't really understand it, but called the seller who emailed me a copy of their license and went back to DMV and all was good.
