The numbers are what they are.
The milestones are what I'm having more trouble wrapping my head around. Maybe there has been sufficient communication on why they are what they are, but they seem arbitrary.

This is the problem. The source of the article is irrelevant if the information is accurate. This is why the media won't do their fricking jobs, because they get labeled as right or left wing based on what they are doing. The Hayride is the person putting this info together, but at the end of the day this is Two Parishes that are putting out information about their Corona number being cooked up and it's somehow "right wing"?
ETA: So PLEASE explain to me how "The Hayride" publishing this information is somehow "right wing". I'll wait...

The Hayride did a shite job of explaining the whole situation and described the state's response as simply dismissing.
So the source doesn't matter, but the content does.

While Jefferson is at the top they are around the number they have been at recently. They moved to the top mainly because the other parishes dropped off from where they have been.
