looting began within 15 seconds of the power going out, it just took this long for someone with a camera to go out and catch them on film doing it

Definitely not true. Per Rules for the Use of Force: Use of deadly force is only allowed to save their own lives or that of a citizen in danger.
Otherwise, they can detain and hold for local law enforcement.

I think it is safe to assume that anytime you have something like what is happening in Houston or what happened in NO after Katrina, etc. Looting is inevitable.
