They can tell where individuals are downloading the material from the internet and watching it. They are going to eventually get those people, but they want to get the people who are producing the material. May have to let the little guys keep their freedom for a while in an effort to catch the big guys.
They busted a ring of guys that were sharing child porn in the Dallas area about a decade ago, but they said the servers where it originated from was in Russia or some Eastern block country. Would imagine the bad guys figure out new technology that keeps them a step or two ahead of the law.

In fact judge did them a favor bec you can't catch a 300 count Child porn charge and expect to survive the night if you on the streets of LP.

Worked a couple hundred of these cases over a 12 year period. Prior to going to Child Exploitation, I worked Gang/Homicide. Never took one of those cases home with me. The first CP/Exploitation Case I worked 17 years ago still haunts me every night before I fall asleep. There are 3 or 4 CP/CE cases I worked that I will only be able to forget when the Good Lord calls me home. Hate these f'ing crimes and the vermin that are involved in them. There is a special place in hell for these animals.
