People that have no awareness nor consideration of people around them. This one covers a lot of ground such as the aforementioned loud telephone conversation in a quiet place (or Salmon's loud anything). The specific one that I see all the time is you're walking down a sidewalk and the person in front of you just stops dead in their tracks while the people behind them try to avoid running over them & each other.
