I agree with much of what you did, but the problem the way I see it Ruth BREC, the Library Board, and these independent agencies is that there is no way to know if they are really efficient or if they have too much money and look good for that reason.

It's good to hear that folks like yourself find out libraries to be outstanding. They should be. So should our parks, but unlike the libraries; I see more issues with BREC not keeping up their facilities.

Well to be fair there is no way to accurately determine if ANY agency is as efficient as they could be and a safe assumption would be, being they are still government agencies, that they are not. But what really is? At least BREC and the Library Board are pretty damn transparent as opposed to COA. Even CATS is somewhat transparent. None will ever be perfect nor should we believe they ever will. Just do what is right. The money they have is because we have voted these independent tax subsidies for them based on what they have presented to us as how the money nurse will be used. I liked the idea of new libraries when the proposal was put on the ballot originally as did the majority so it passed. They have done exactly what they proposed so it has been renewed. Same with BREC for the most part. And let’s remember these are for the complete Parish so in order to succeed they need to cater or pander if you prefer, to all areas of the parish.

This when the library board originally proposed this tax they had new libraries for all portions of the parish, downtown, Perkins included. They didn’t just dream these up as they went along. Some may not think they are necessary but how about the Southdowns resident who has supported this all along and just now, probably close to 30 years later is getting a new branch?

And while I’m not necessarily crazy about these independent taxes and more work needs to be done for transparency, let’s look at it this way. Would you rather pay BREC, Library and all others directly into the general fund and hope the idiot, incompetent city council and administration will dole it out daily and equitably?

I don’t.

Eh, you sure do know a lot more than most people about the inner goings on with Spinosa. You know him and/or are affiliated with him in some capacity.

I hope you realize with the way he stuck his dick up the arse of every contractor on the Perkins Rowe project (to the tune of all of them having to write off hundreds of thousands of dollars without getting paid), he will never have any kind of good credibility. And people will always assume he's out to frick somebody else.

I don’t know him, have never met him nor do I care too. I’m just aware of things because I’m in tune with the business as well as people involved in different capacities and I happen to pay attention to things that go on in this town.

I think I’ve made clear the OP’s title is incorrect and this transaction has nothing to do with him. Perhaps you should pay attention. I also know quite a few contractors that actually did work on Perkins Rowe and some took a hit but a lot of them collected 100%.

And I’ll go one further...I know several prominent decent sized contractors who worked on that project and took full advantage of Spinosa’s lack of construction experience, his not so talented team of bottom of the barrel estimators and project managers and pushed some very large overpriced change orders through making a lot of money. Only one of which in the end complained because he couldn’t collect his retainage after he made a bunch of money.

The ones that took it on the chin were the smaller guys who came in at the end. I was invited to participate when the first set of budget drawings were complete. I declined as I’ve been around long enough to know I don’t want to be anyone’s bank.
