Dude, your wife is at fault. Hitting a parked truck with or without flashers on doesn't seem to matter.
How do you know she wasn't putting on makeup nor on the phone? She might've been doing one or the other (maybe both) and is too scared to tell you.
Go to your cell bill and look at the calls and texts she made from the time she left until she called you. You might find that there was activity.
Isn't insurance going to cover this?

I don’t know if this will help or not, but last year my son backed out of the driveway and hit a car that parked on the road directly behind my driveway. Even though it took an idiot to park directly behind a driveway, the responding officer said the parked vehicle was an “immobile object;” thus, the fault lies solely on my son. The insurance company found him at fault, as well. Considering the concrete truck was parked, the fault will fall directly on your wife more than likely.
