I think it is more likely that your student had his work stolen by someone who is easily found with a Google search.

My own merits let me pass the pe. Copying someones thoughts on Peyton's place in a popular fiction class let me concentrate on real courses

Are we talking stole and used a whole paper or just failed to quote. Judging by the conversation through email it sounds like whole assignment. You should definitely make a scene in class about plagiarism. "I can't believe one of you would think I am this stupid.....this person didn't even try hard....just did a Google search....they are getting a 0 and it is already on the dean's desk" see if he cracks right there in class.

Your reasoning isn't rational

Every college student knows that cheating can result in a F or expulsion

Failing a course won't ruin your life, you can always retake it

It was their choice to cheat, college students are adults and should be held accountable as such

he shouldn't have to do that in the first place. if he has a section in the syllabus on academic integrity and plagiarism, including what it is, how to avoid it, and clearly spelled out penalties there is no need to address it in class. and there is no appeal from a student who claims s/he didn't know, or feels the penalty is unduly harsh. it also gives you some leverage in your interaction with the student - if they ask for sympathy because their dog died or some shite, you can simply say it's policy and you can't change it. but if it's not an egregious case of plagiarism you can dole out a lesser penalty. but my general advice would be: CYA. put that shite in the syllabus.
