As a professional engineer, I do. I'd say our ethical obligations are as important as any profession.

The level of the offense is critical here.

Was this something that was blatantly copy pasted, or did this person just fail to cite something?

You obviously can't name names, but you should make a point in class.

"So, as a point of reference, I discovered a clear case of plagiarism while grading this round of papers. The accused party has been given a zero on the assignment and reported to the dean of students. Ample evidence was provided to the dean and the student will now have an opportunity to defend him- or herself against the accusations. I wish them luck."

He will then sit there hoping that everyone doesn't find out.

I assume you don't have a license to practice engineering.

Broke, you should quote link verbatim. Be sure to cite him and spell out the following link:

Sounds like it was blatant easily-googled copypasta, and then she lied about it several times.

make damn sure he stole the paper. I had a teacher try this on me and it backfired when the administration ruled I hadn't stolen a thing, and had just written a good paper (I had something like 300 footnotes, so in my mind it was clear where the information came from, and every direct quote was properly indicated). The admin came down and said he basically had to give me an A because anything else was going to show negative bias.

Make him write "I am a lair and thought my professor was stupid" 1000 times on the blackboard.

Nah. It might be tempting, but I don't think it's very professional to mention anything in class. Just let it move on, and hopefully the dean does something that teaches the student a lesson.

ETA: I don't know. Maybe it's good for the other students to hear it, but I wouldn't do that.
