Based on what I have read, I think they are simply trying to figure a way to tear it down piece by piece vice using explosives. I know a thing or two about explosives and they are going to need to use some sizeable charges to bring that thing down. The reason is that it won’t be your standard controlled implosion which involves placing small charges all throughout the structure at key points. Given the unstable nature of the current partially collapsed building, they won’t be able to reach some of those key points. This means larger charges to get the same effect.

Larger charges means lots of collateral damage. Not just broken windows either. Given the age of some of the surrounding buildings (Saenger) you could end up with some significant structural damage and you can just imagine those costs. If they can tear this thing down physically piece by piece, even pulling parts off and letting them fall into the street, that is the way to do it. But that won’t happen by January. No way.
