Legal questions regarding COA

For attorneys / law school students mainly:

1. This question contains the assumption that the COA is a “quasi-governmental” entity, and as such, about the only non-goobernutorial oversight over them rests with the legislative auditor, and I’m not sure it’s against the law to run a pork / slush fund the way they do. I may even be wrong about their entity status. That said, what’s the best case (from us racists point of view) regarding the likelihood that this little deal busted up for criminal reasons?

2. Assuming there’s nothing that can be done / will be done in the criminal arena, who has standing (if anyone) to bring a civil suit against that bunch? Baton Roufe resident? EBR Parish resident?

East Baton Rouge COA (council on aging} aka No. BR black hand !
Tried to contact them via their web site but, their "system" arbitrarily rejects certain common words...disallowing {apparently randomly} email reception. Very strange indeed !
Board members are listed but there is no means to contact them individually...wth ?
HOW can any responsible "board member" be OK with D. Jackson even being on the board let alone being present in an executive session DIRECTLY involving HER ? Is the entire board made up of morons ? Are they all 'connected' to the NBR democratic machine ? Have they zero conscious/ethics ?

Well it's clear our 'honor code' governor feels no compunction to do the right thing {those NBR machine votes are obviously too important}, what about our atty. gen. Jeff landry ? Is his office/staff the least bit interested in the fiasco @ EBR COA ?
