Nope. A PO is used as a contract everyday. He needs to find out the details of the sale and he will find someone to file suit against. It may not be worth the PAI, we don't know how much money he's talking about.

I meant, a contract that details the service and the expectation of payment and how much work the consultant is offer to do...etc...
We do a lot of consulting work..nothing that requires PO's...everything is done by contracts, non circumvents and non-disclosure agreements. Without that if we dont get paid or someone goes around us we're screwed unless it's worth a lot of money then it's worth our while to get a lawyer involved....which we have done before and won just based off of emails and telephone records.
