Don't forget to blame Common Core, too. The entire state showed no growth. In fact, saw a drop in Math. And we're only in the 3rd year of adoption.

EBR doesn't have a chance to improve as long as that POS is forced on them

My school has shown continuous growth over the past few years, especially at the middle school level.

They change things often. The state changes the standards every year; therefore, school systems change what's taught and when every year. How can you improve anything when you change what you're graded on every year?

Overall common core has been a good thing. I think most teachers and administrators would agree. It took a little while to get used to and teach those methods but has gotten better results. I am speaking only for LP however.
