Where is he claiming this? Kyiv has been free of Russian troops for months now and the only media I’ve seen to what you’re suggesting was in and around Kyiv.

If Russia was smart, and I’m not saying they are, they sacrifice a couple of battalions to take and hold the resort town as long as possible in order to draw forces away from the counterattack on Kherson and bleed the Ukrainians a bit.
