I don't see it as an either-or situation. We can have both.
I don't feel like getting into the economics of it, but I can't imagine a mass prison work force being good for the country.

I think that's a great idea. I still think prisoners should be productive though. There is nothing wrong with having a free labor force for certain tasks.

Most prisoners have some kind of job within the prison. It's actually sought after, and ability to work is one of the things they take away for disciplinary infractions. But there are limits to the kinds of work prisoners are suitable for. There are security considerations, of course, and even the nonviolent ones are handicapped by the same kind of personality dysfunctions that landed them behind bars.
