you never see them fight for safer roads, safer trucking practices, better building codes, more risk mitigation, etc.

It's not about them lowering their rates. Its about attracting more carriers into the state to write business. More competition will force them to lower rates to keep customers. Right now 5 carriers have about 80% of the auto insurance business in LA. So they have no reason to lower their rates because there is no competition for them.

Nation Wide the top 9 companies have 75% of the market share.

All 9 of those companies sell policies in LA.

The amount of companies writing policies in LA is not the problem for auto insurance.
