LA DMV proving incompetent again

I ordered a paid for a duplicate registration online over two months ago. I never received it. After waiting the 30 days that the confirmation e-mail advised, I started trying to call. Multiple calls to the state office and two parish offices, and no one answers the phone. It's always either busy or they put you on perpetual hold. Sent an e-mail to the state office two weeks ago including the plate number and confirmation number from the order. A week later, they e-mail me back asking for the date of the original order and the amount paid (which could have easily been seen using the confirmation number). I responded with the information immediately. Now, it's been another week....nothing.

Someone posted a parish office that WILL answer the phone once previously, but I forget which parish it was. A repost of that will be helpful.
