The officers were never going to be indicted. They just held onto it so they wouldn't receive "blame."

Also, this played out as I predicted.

Obama DOJ couldn't find wrongdoing (otherwise they would've released the violations before the election for political expediency) so they passed it to the next administration. Now that Trump is in office, they'll say it was all his fault despite the fact that the bulk, if not all, of the investigation was done by the Obama DOJ.
